Guidance Note (GN) on the Preparation of Construction Noise Impact Assessment under EIAO

Dear Members,

 

The EPD in Jan 2024 published the updated “EIAO Guidance Note No. 9/2023 - Preparation of Construction Noise Impact Assessment Under the Environmental Impact Assessment Ordinance” (GN9/2023) to supersede GN9/2004 and GN9/2010 with immediate effect. 

 

The GN9/2023 is revised to facilitate qualitative assessment of construction noise to be conducted during the EIA stage and include provisions through the EP condition to require the submission of a detailed quantitative assessment (i.e. Construction Noise Management Plan / CNMP) during the pre-tender/construction stage of the designated project.

 

To assist the preparation of CNMP, EPD also launched a new web-based platform, “WEB-BASED CNMP” under the “Centralised Environmental Database (CED)” of EPD
